Crossbow shooting may be for him. There are different options to consider like a cocking aid, crank and the different poundage draw weights. many people slightly cant a rifle and adjust the crosshair to horizontal.... with a crossbow the crosshair horizontal needs to match the limbs horizontal. then adjust your shooting form to match accordingly.

Your situation sounds similar to the "State Park Hunts" organized by some areas to control over population of Deer. Look at their general rules ( deer stands at least 8 feet off the ground, with designated shooting lanes... etc.) you can never eliminate all risk, but you can do your best t...
