I agree with Dutch. A muzzle loader is considered unloaded as long as there is no cap or flint attached. Well anyone can buy extra tags. Deer tags and moose tags are not anywhere near the same here. EVERYONE gets a buck tag when you buy your licence. ANYONE can then purchase (depending on numbers) extra tags for specific hunts, ie. muzzleloader only season or bow only season, for certain WMU's. Not all...
