What is the smallest diameter bolt you can use on a phoenix

21 series example 2117 would be very good as it was Excals size fer yrs before goin to the 22 series dia.

I use a Carbon Express Pile Driver arrow out of my Vortex that I built from my vertical bow arrows and they shoot and work great. I added flat inserts to the back of the arrows and cut them to 20 inches and they shoot awesome. They penetrate great also.

I'm working on memory here, so don't take it as accurate.
I believe I read on the Excal literature years ago that .300 was the "minimum".
Two factors are important -
The width of the "barrel" (slot in the rail where the arrow rests) and the string diameter at the serving. The contact point of serving to nock should be close to center.
The most common choices in arrows range from .328 (21/64) to .344 (22/64) and I have tried .359 (23/64) with no problems encountered.
