question is that some sort of light mounted on the bow?

I would be concerned about the foam(either one) holding moisture also.

Do the shims add to the draw weight? If they do it might make the bow illegal in some places.

No field officer is going to notice a small tapered custom shim .070-.115 thick under the limb. Sealing the rail with wax is something I have always done to solve the potential moisture problem with foam filling.
