Fletching Question

Hi all. A question on fletching. How far from the flat end of the bolt should the fletching start.? Is this a critical dimension? I have a set of 6 bolts where the fletching seems to ride-up when they are inserted on the rail. The fletching on these bolts is quite near the end of the bolt. I assume these need to be refletched.

I set my fletches at 1" to 1 1/4 " fron the insert, seems to get best results for me.
