X Act Broad head Troubles

When i fire theese broad heads with my crossbow the Broad head won't open on impact. there are no 3 cut lines on my target and i wonder why the wont open help me please

The blades may not be deploying until the head enters the target. Are they penetrating the other side of the target, if so, are they blades opened upon exit. Do you have a thinner target to shoot them into to see if they are open on the exit side. The only other help I can offer is to find a trash can and throw them in it. If they are not opening then I wouldn't risk using them.
