I sent an e-mail to Excal asking this (Aug 16th) and never got a reply, so I thought I'd ask here. If one had a Vixen 2, would a Phoenix stock swap over without any modifications needed? (.75" more LOP, without add-on spacers + slightly rearward balance shift)

It will work, change it. You have problems from thumb hole to straight stock or the other way around.

Talk to Danny Miller. Last year I switched a Vixen II rail for a Phoenix rail. Now I have a Phoenix II.
