Quick question about my Excalibur airbrakes

Any assistance appreciated:
The screws which hold the air brakes to the riser are fully tightened yet the air brakes appear to be loose and rattle. Is something missing? A pad perhaps?

I wish I could help you but all I can do is say well that's not right. I just installed a pair and they are pressing firm against my limbs. GOOD LUCK.

Each side has an inner smaller pad in addition to the heavy outer pad.
