If I owned no land, I would be in favor of Vermont's outgoing law. But I do own land, and would not be happy with my land being considered "open range."
Here in Virginia, most consider property rights to be sancrosanct, and permission is sought (by considerate folks) for both hunting and retrieving game.
Those that don't ask for permission will usually ignore common safety sense and ignore common courtesy. So while this may have worked in VT (though it the law is changed I would guess that it was not working, at least not for the current landowners), it would not work in VA (IMHO).
