Hey hey everyone.
Just a question out of curiosity if anyone can help.
I have an assassin 400TD and I came with 16.5” bolts.
My question is, am I having to only use that length of bolt or can I go longer? What is the max length if I can?

As a arrow builder who builds a lot of Custom Excalibur arrows as my background, you do not have to use the length that came with your 400TD. You can go longer if you wish.
Most shooters prefer a length where the broadhead tip does no overhang the stirrup to snag up against brush while hunting.
Also, you can shoot an arrow longer than the stirrup if you don't mind the overhang.
